A silent revolution

    India Post launched project DARPAN in the year 2017-2018 (Digital Advancement of Rural Post Offices for a New India) aimed at strengthening the process of financial inclusion of rural population through Rural Information and Communication Technology. In this project Branch Post Offices functioning in the rural areas were provided with a device called MCD (Main Computing Device), supported by a solar powered UPS system for uninterrupted power supply wherever required. These devices were connected with Core Banking System (CBS) of India Post through dedicated connectivity network.

    In West Bengal Circle, a massive initiative was taken to train the Gramin Dak Sevaks (GDS) working in 7,229 Branch Post Offices, located in the remote corners of State. How effectively such a sophisticated technological system can function effectively in the rural area of the country was a matter of concern to many. However to India Post this was an all important project as that aimed to provide following benefits to our rural population:
* All transactions in the Extra-Departmental Grameen Post Offices, in respect of various savings schemes (viz Savings Bank, Recurring Deposit, Sukanya Samridhri Yojona), will now be intehgrated with the Core Banking System of the Departmental Post Offices.
* Payment of premiums for Rural Postal Life Insurance (RPLI) policies and other similar transactions will now be instantly updated in the ledger of the individual policy holders, maintained in the central server.
* Status of delivery of the Speed Post and Registered mails and parcels will be instantly reflected in the tracking system of the India Post.

Earlier, before launching of the project DARPAN, transactions carried out in Branch Offices used to take 3 to 4 days for updation in the central sever as such transactions were fed in the software system through nearest departmental Post Office which may function 30-40 Kms. away from the Branch Post Office. It was found that in West Bengal 5,48,981 transactions had taken place in May 2019 through the new RICT system involving an amount of nearly Rs. 142 crores (Rs. 141,84,74,774/-) . This huge number of transactions indicated that our rural population is gaining trust and confidence on the financial services of the Department. I believe that effective implementation of the project DARPAN is one of the most significant steps in recent years towards financial inclusion of rural population - a silent revolution !

I whole heartedly congratulate our Grameen Dak Sevaks (GDS) who have made this revolution to happen. I am sure the project DARPAN will have same impact on the mindset of India's rural population as Computerized Railway Reservation System had on the mindset of urban India a generation back.

  • The four days long workshop of India Post on SECUREX Project was held at Kolkata from July 16-19. Shri A. N. Nada, Secretary to the Govt. of India, Department of Posts, Ministry of Communications was present in the Valedictory session alongwith the senior officers of India Post and senior officers of the Dept. of Customs, Govt. of India.
    The workshop on Security and Customs related electronic data exchange was aimed at educating and sensitizing the employees of Foreign Post and Customs Department. This will also facilitate faster clearance by Customs in respect of items imported/exported by Postal channel.
    Kolkata, the oldest office of exchange in the South Asian sub-continent, where processing of international mails began first, still acts as the main entry point for Air and Surface mails from China and other East Asian countries. The workshop was jointly organised with the Universal Postal Union (UPU) and with the World Customs Organisation (WCO). Participants from all over the country attended the workshop.
  • International Day of Yoga, 2019 celebration at Yogayog Bhawan, Circle Office, West Bengal Circle on 21st June, 2019 under the guidance of Yoga Guru Shri Uday Mridha and his team. All the Officers and most of the employees of the Circle Office took active participation in the event. Other regions also percipitated in the event on the same day.

  • A workshop was held on Mail Operation & Monitoring in post CSI rolled out environment for West Bengal , Assam , Bihar, Orissa & Jharkhand circle during 15.03.2019 & 16.03.2019 at The Hotel Peerless Inn (Senate-1). The following officers were present in the said workshop :-
    Ms Arundhaty Ghosh - Member Operation, Ms Sarita Singh - CGM (BD), Mr Nirmaljit Singh - GM (SP & MB), Mr K.K.Sinha - PMG (MM & BD), WB Circle, Mr. Sanjiv Ranjan - PMG (SB Region), WB Circle, Mr. A. Singh - PMG (KR), WB Circle, Mr Supriyo Ghosh - Director (MB). All RMS Divisional Heads of West Bengal, Bihar, Orissa, Assam & Jharkhand Circles were also present along with other senior officials of W. B. Circle & representatives from DMCC & TCS.
    Each circle represented their CSI Rolled out status , issues and recommendation thereof through power point presentation.

  • Member(PLI) chaired a meeting at Yogayog Bhawan on 10.04.2019 in presence of Hon'ble Chief PMG, West Bengal Circle, PMG (SB Region), PMG (Kolkata Region), Director PLI and other senior officers of West Bengal Circle.
    Overall performance of the circle in r/o PLI/RPLI for the year 2017-18 & 2018-19 was discussed.
    He praised the idea of SDPG(Sampoorna Dak Pariseva Gram) adopted by this circle and the performance of the GDS BPMs of the circle. He advised to emphasize business from Extended Clientele group. He also advised to utilize the Mail Overseers to increase business in rural areas.
    He expressed his satisfaction over the regular monitoring system of the circle on the growth of PLI/RPLI business.
